摘　　要：全面推进依法治国是党中央做出的重大战略部署,对社会发展的方方面面都具有重要的指导作用。文章从法治的视角出发,分析了高校贯彻依法治校的重要性和当前制度建设中存在的问题,并依据立法的原则提出了高校规章制度建设应遵循的基本原则,最后作者根据实践工作经验,提出了加强高校制度建设、贯彻法治精神的工作思考和建议。Comprehensively promoting the rule of law is a major strategic plan made by the Party Central Committee and has an important guiding role in all aspects of social development. From the perspective of the rule of law, this paper makes an analysis of the importance of managing colleges and universities by law and the problems in the current system construction. Furthermore, it proposes basic principles that the construction of rules and regulations should comply with according to legislation. Finally, it puts forward some suggestions on the enhancement of system construction of universities and the implementation of the spirit of the rule of law based on practical work experience.
