新时代背景下金融高质量发展的内涵与评价——基于省际面板数据的实证研究

摘　　要：新时代背景下衡量金融高质量发展不仅要反映金融自身发展水平,还要包含反映金融支持经济创新、协调、绿色、开放、共享五大发展理念的因素。本文运用熵值法、变异系数法和层次分析法三种方法组合赋权,构建省际的金融高质量发展水平评价指标体系,对2013—2017年我国内地31个省市(自治区)的金融高质量发展水平进行了测度。测度结果表明,近五年我国内地31个省市(自治区)金融高质量发展平均水平小幅提高,其中金融自身发展水平、金融支持经济创新发展水平提升较快;各省市在金融高质量发展水平上各具优势和不足,其中东部发达省市应重点提高金融支持经济协调发展、绿色发展、共享发展水平。在此基础上,本文提出了进一步提升我国金融高质量发展水平的政策建议。In the context of the new era, high-quality financial development should not only reflect the level of financial development itself, but should also reflect the financial supports for the five development concepts which are innovation, coordination, green development, opening up and sharing. This paper use the method of entropy, coefficient of variation and analytic hierarchy process(AHP) to determine the weights, and construct an evaluation index system of high-quality financial development among provinces. It measures the high-quality financial development level of 31 provinces and municipalities(autonomous regions) of China's Mainland from 2013 to 2017.The results show that the average level of high-quality financial development of 31 provinces in China's Mainland has increased slightly in the past five years, where the level of financial development itself and the level of financial support for economic innovation have increased rapidly. Each province has its own advantages and disadvantages in the level of high-quality financial development. The developed eastern provinces should focus on improving the level of financial support for economic coordinated development, green development and sharing development. Finally this paper proposes some policy suggestions to improve the level of high-quality financial development.
