摘　　要：VFM评价在评价政府与社会资本合作模式的过程中暴露出了大量的问题。针对如何科学合理的应用VFM评价的问题,通过文献综述与分析的方法,归纳出VFM评价在国内应用过程中的4个方面的22个应用障碍。通过应用障碍的分析,有针对性地提出有效提升VFM评价应用水平的对策建议,为VFM评价方法在PPP项目中的推广应用提供借鉴。VFM evaluation method exposes a lot of problems in the process of evaluating the cooperation model between government and social capital. In view of how to apply the VFM evaluation method scientifically and reasonably,through the literature review and analysis method,this paper summarizes 22 application obstacles from 4 aspects of VFM evaluation in the domestic application process. Through the analysis of application obstacles,puts forward some countermeasures to effectively improve the application level of VFM evaluation in China,which can provide reference for the popularization and application of VFM evaluation method in PPP project.
