科学构建城市社区“四主”微治理体系——以福建省龙岩市新罗区为例

摘　　要：福建省龙岩市新罗区以开展"省级社区治理和服务创新实验区"为契机,创新微治理体系建设的"五联""四体",科学构建"党政部门‘主导’——社区自治‘主理’——社会组织‘主力’——社会主人"的城市社区"四主"微治理体系,激发治理主体"共商""共治"活力,推进社区治理和服务创新,让居民"共享"社区治理成果。Taking the opportunity of establishing an “Provincial-level Innovation and Experiment Zone of Community Governance and Service” in Xinluo District,Longyan City,“the Five Connections”and “the Four Bodies” of micro-governance system should be established,so as to scientifically build a “Four Subjects”system of “Party-and-government-led”-“Community's-self-governed”-“Social-organizations'-mainly-participated”-“Community-residents-hosted”community governance,so as to stimulate the vitality of the “community” and “mutual governance” of the governance subjects,promote the innovation of community governance and service,and finally let the residents “share” the outcomes of community governance.
