摘　　要：在医师多点执业政策全面放开的大背景下,诸多利益主体会形成错综复杂的多种利益关系,其中的主导是医疗卫生行政部门,核心是医师资源,载体医疗机构,实现利益的目标是患者群体,监督角色是医保部门。而各利益主体又有其不同的利益关注点和顾虑点。为推进多点执业政策的落实,针对不同利益关系,应寻求能平衡各方利益的折衷方案,特别是要打破医师"单位人"的身份限定和解决好公立医院与民营医院的利益冲突。In the context of the comprehensive opening of doctors'multi-point practice policy,many interest subjects will form a complex variety of interest relations,in which medical and health administrative departments are the leading part,physician resources are the core,medical institutions are the carrier,patient groups are the target,and medical insurance departments are the supervision part.And each interest subject has its different interest concern and concern point.In order to promote its implementation,it is necessary to seek a compromise solution that can balance the interests of all parties in view of different interest relations.In particular,it is necessary to break the identity limit of doctors and solve the conflict of interests between public hospitals and private hospitals.
