摘　　要：采用文献资料、专家访谈、专项调查等方法,对国家体育产业基地发展态势进行了系统梳理。"十八大"以来,伴随着国家空间战略布局步伐日渐加快,政策引领力度不断加大,地方主动发展诉求日益强烈,国家体育产业基地地位不断提升。国家体育产业基地顶层设计的3种基地类型布局已经形成,体育产业发展体量初具规模、产业增长速度上升明显、产业基础不断夯实,呈现出产业集聚效应、投资拉动效应、产业优化作用凸显的基本特点,取得较为明显的成效。随着新时代产生的新诉求、形成的新发展,迫切要求国家体育产业基地克服诸多瓶颈,进一步实现规模扩容、推进提质增效、提升基础工作能力。新时代形成的新机遇,需要进一步发挥国家体育产业基地体育产业国家队和排头兵的作用,积极创造有利条件,强化标杆引领、推进转型升级、实现统筹合作、加强市场监管,全面引导自上而下的压力和自下而上的推力形成合力,多层次、全方位、立体化地扎实推动国家体育产业基地持续发展。This paper uses the literature,expert interviews,special investigations and other methods to systematically sort out the development trend of the national sports industry base.Since the 18th National Congress of CCP,along with the pace of the national spatial strategic layout,the policy guidance has been increasing,and the local active development appeal has become increasingly strong,and the status of the national sports industry base has been continuously im?proved.The layout of the three base types of the top design of the national sports industry base has been formed.The development of the sports industry has begun to take shape,the growth rate of the industry has increased significantly,and the industrial base has been steadily consolidated.The industrial agglomeration effect,investment pulling effect and industrial optimization have been highlighted.The basic characteristics have achieved relatively obvious results.With the new demands and new developments arising from the new era,the national sports industry base is urgently required to overcome many bottlenecks,further expand the scale,promote quality and efficiency,and enhance basic work capabilities.New opportunities formed in the new era need to further play the role of the national sports industry base national sports team and the vanguard,actively create favorable conditions,strengthen benchmarking,promote transformation and upgrading,achieve overall cooperation,strengthen market supervision,and comprehensively guide top-down The pressure and the bottom-up thrust form a synergy,and promote the sustainable development of the national sports industry base in a multi-level,all-round,and three-dimensional manner.
