摘 要:文章以2001-2016年间的科技创新政策文本为依据,结合经典的政策量化体系与科技创新政策的特点,提出科技创新政策的三维空间量化评价体系,并对政策进行逐年量化,以量化数据替代政策文本进行后续研究。建立了VAR模型对16年间的科技创新政策与国家创新能力之间的作用机理进行检验。发现科技创新政策与国家创新能力之间存在着动态互促的演化关系,即两者互为因果,动态演化。基于此,提出了相应的对策建议。Abstract:This paper,based on the text of the science and technology innovation policy from 2001 to 2016,combined with the classical quantitative system of policy and the characteristics of science and technology innovation policy,proposes a three-di. mensional quantitative evaluation system of science and technology innovation policy,and then quantifies the policies year by year,and uses quantitative data to replace policy text for the follow-up study. Then,the paper builds a VAR model to analyze the mechanism of science and technology innovation policy and national innovation capacity in the past 16 years. The results show that there is a dynamic and mutually promoting evolutionary relationship between science and technology innovation poli. cy and national innovation capability,namely they are mutually causal and dynamic evolution. Accordingly,the paper propos. es some corresponding countermeasures.
