农村居民生活垃圾治理支付意愿及其影响因素研究

摘　　要：基于湖南省14个市(州)692户农户的微观调研数据,运用条件价值法与二元Logistic回归模型研究了农村居民生活垃圾治理支付意愿及影响因素,研究结果表明:样本农户生活垃圾治理平均支付意愿为每户每年136.5元,高于现行的收费标准;农村居民生活垃圾治理支付意愿的概率不仅仅是经济水平的体现,更重要的是政府垃圾处理服务、农户环保责任意识、农户垃圾处理方式的体现,这些非经济变量对农村居民生活垃圾治理支付意愿都有非常显著的正向影响;农村居民生活垃圾治理支付意愿表现出"政府依赖型"特点,即越是认为垃圾分类有必要以及越信任政府的村民,其愿意支付垃圾处理费的概率越低。This paper uses conditional value method and binary Logistic regression model to analyze the willingness-to-pay of rural residents for household garbage management and its determinants,based on the micro survey data from 692 rural residents in 14 cities(states)of Hunan province.The results show that:The average Willingness-to-pay for the household garbage management of sample rural residents is 136.5 yuan per year,which is higher than the current charging standard.The probability of Willingness-to-pay for the household garbage management is not only the reflection of economic level,but more importantly,the reflection of government garbage treatment services,the awareness of environmental responsibility,and farmers'garbage treatment methods.These non-economic variables have significant positive effects on the Willingness-to-pay of rural residents for household garbage management.The Willingness-to-pay of rural residents for household garbage management shows the characteristics of“government dependence”,that is,the more necessary the garbage classification and the more trust the government has in the villagers,the lower the probability that they are willing to pay the garbage treatment fee.
