国家监察体制改革视域下高校监督体系构建研究

摘　　要：新时期高校监督体系构建对坚持党对反腐败工作统一领导,坚持依法治校,促进高校主体权力健康运行,推进党风廉政建设纵深化、制度化、常态化等具有重要的意义。高校监督体系建设过程中要坚持政治第一性、履职合法性、监察全面性、监督双重性等原则,同时在建设工程中要注重标本兼治、完善制度,注重追责、树立权威,法治思维、纪法贯通,以保障高校治理廉洁高效,推进高校各项事业科学、持续、健康发展。In the New Era,confronted with a serious anti-corruption situation in their supervision work,colleges and universities should focus on the construction of supervision system,which is of great significance to all the following work:adhering to the Party's unified leadership over anti-corruption campaign,adhering to the rule of law,exercising legitimate administrative power,and promoting the construction of the Party conduct and of an honest and clean government on the regular and institutional basis.In the process of constructing college supervision system,politics should be in the first place,administrative power be legitimately exercised,all leaders and Party members be supervised,and a double supervision system be implemented.In addition,to ensure efficient and clean administration and to enhance reforms and sustainable and healthy development,colleges,in construction projects,should improve their systems by seeking both temporary and permanent solutions,maintain the law by strengthening administrative accountability,and stick to rule-of-law thinking and complementation of laws and disciplines.
