数字中国视野下的国家治理信息化及其实现:精准、动态与协同

摘　　要：从农业中国到工业中国再到数字中国,信息在国家发展的历程中扮演着重要的角色。信息由少到多、由单维到多维、由结构化到多元化、由垄断到共享的变化改变了传统权力运行的向度,国家治理受众由全民式的被动盲从到社会精英的有限参与再到普通民众的全员化参与,也促使着国家治理向科学化、公开化、透明化转变,这使得国家治理从农业中国全管全控的寡头式治理模式转变为工业中国社会中有限管控的精英式治理模式,再转变为数字中国社会中以"共商共建共享"为内核的数字协商治理模式。在当前的数字中国时代,数字协商的要求更加强调数据融通和提供精确化的数字治理服务,而这又与国家治理信息化的要求高度契合,从而为实现国家治理能力现代化指明了努力的方向,即未来要以信息化促进国家治理的精准性、动态化与协同性。In the long history,information,as an important driving force,drives China’s development from agricultural society to industrial society and then to information society.On the one hand,with the change of information from less to more,from one-dimensional to multi-dimensional,from structured to pluralistic,from monopoly to sharing,the direction of traditional power operation has been changed.On the other hand,the audience of state governance has changed from national blindness to limited participation of social elites to full participation,which has also promoted the state governance to be scientific,open and transparent.Both the change of power direction and the audience of state governance have promoted the transformation of state governance model from the oligopoly mode with full control in agricultural China to the meritocracy mode with limited control in industrial China and then to the digital negotiation mode with the core of“Co-consulting,Co-construction and Sharing”in digital China.From the above analysis,we can see the importance of informatization in the state governance reform.In digital China,the requirements of digital negotiation emphasize the data fusion and provide accurate digital governance services,which is highly compatible with the requirement of state governance informatization,thus it guides the direction of efforts to realize the modernization of state governance capabilities.namely,informatization should promote state governance precision,dynamic and cooperativity in the future.
