摘　　要：探矿权长期低成本占用、过期探矿权清而未尽、探矿权人履责不到位、行政监管不到位等已成为探矿权管理亟待解决的问题。通过梳理探矿权退出管理中存在的难点和问题,结合矿业新常态对探矿权管理提出的新要求,认为需要完善非油气探矿权退出法治建设,创新探矿权事中事后监管方式,发挥经济手段在探矿权退出中的调节作用,发挥信息公开在探矿权退出中的监督作用。以期为探矿权退出管理提供参考。Long term low cost occupation of exploration rights, unclear expiration of exploration rights, unfulfilled responsibility of exploration rights holders, and inadequate administrative supervision have become urgent problems to be solved in the management of exploration right. By sorting out the difficulties and problems existing in the exit management of exploration rights, and combining the new requirements of mining new normal for the management of exploration rights, this paper put forward some suggestions which were improving the rule of law construction for the exit of non-oil-gas exploration rights, innovating the way of supervision in and after mineral exploration rights, exerting the regulatory role of economic means in the exit of exploration rights, and exerting the supervisory role of information disclosure in the exit of exploration rights. The main purpose of this paper was to provide reference for the exit regulations of exploration rights.
