摘 要:经过连续几年的公共建筑电耗限额管理工作,北京市公共建筑节能效果明显,同时也发现限额考核主体复杂、建筑信息校核困难、产权人参与积极性不高等问题。推行公共建筑阶梯电价,充分利用市场杠杆作用提升市场主体活力和绿色发展动能,从而解决政府被动管理遇到的上述困难,将是未来北京市公共建筑节能工作的一个重要方向。因此,以近年北京市公共建筑能耗限额管理工作的经验与"大数据平台"为基础,借鉴国内外居民用电阶梯电价已有的研究方法及政策经验,根据不同的档位节点值及加价水平,提出北京市公共建筑阶梯电价的四种方案,计算和对比各方案的实施效果,并最终从政府管理的角度出发给出了最佳方案建议。Public buildings in Beijing achieve marked energy-saving result for years of electricity-consumption limit management by the government. However, the government also finds several problems that go against with the management, such as complex subjects of electricity limit assessment, difficulty in building information checking, and negative cooperation from the subjects and so on. Promoting the stepped price for public building electricity use, which could make full use of the market leverage to enhance the subjects’ vitality and kinetic energy of green development, will be a hopeful approach to solve the above problems encountered by the government, and therefore as a key direction of energy-saving for public buildings in Beijing in the future. In this background, the team summarized the experience of electricity-consumption limit management in recent years, studied the “big data platform” of Beijing public buildings, investigated the previous methods in literatures and policies on stepped price for residential electricity use both at home and abroad, and then proposed four schemes of stepped price for electricity use of public buildings in Beijing with different gear nodes and price raise levels. The effect of implementation of each scheme was then calculated and compared, and an optimum one from the point of view of government management was finally proposed.
