摘　　要：公共环保设施的有序建设是解决超大城市"垃圾围城"问题的重要途径,但设施建设过程中频繁出现的冲突问题却使设施陷入"落地难"的困境。作为超大城市的广州,通过建立高位统合的治理结构、强化科学规范的制度建设、遵循合法合规的工作程序、贯彻以人为本的群众路线等具体实践,逐步构建起对话协商、系统协同、政民协作、利益协调四大机制,从而推进公共环保设施建设中的冲突治理,为全国大中城市推进公共环保设施建设、提升城市管理水平提供了重要的经验参考。How to construct the public environmental protection facilities orderly is an important way to solve the garbage problems in mega-cities.However,there are sometimes conflicts in the process which bring many difficulties with it.As a mega-city,Guangzhou has done a lot to solve the problems,such as establishing high-level integrate governance structure,intensifying scientific-normative institutional building,following standardized work procedures and carrying out the people-centered measures.With these practices,four mechanisms have gradually been set up which includes dialogue and consultation,system synergy,cooperation between government and citizen,and interests coordination to enhance conflict governance.It provides a significant reference for the large and medium cities in China to promote construction and urban management capacity.
