第三方参与政府科研项目管理的国内外模式比较

摘　　要：国务院批准并发布了有关深化中央财政科技计划管理改革的科技新政,政府将不再直接参与科研项目的管理,举国掀起了科技管理革新的新浪潮。在这一前提下,引入第三方机构参与政府科研项目的管理,提高科研项目经费的利用率,推进科技成果成功转化,发挥其在我国国民经济和社会生活中的积极作用成了不二之举。对比美国、德国等发达国家第三方机构参与政府科研项目管理模式,分析其科研项目管理模式的创新作用,旨在吸取借鉴西方发达国家在这方面的经验和成效,提出专业机构能力建设与选拔机制设计、完善管理模式,明确职能划分、健全政策法规体系等方面提出创新性意见。The State Council approved and issued on deepening management reform of central government science and technology plan of science and technology policy,the government will no longer be directly involved in the management of scientific projects,the country set off a new wave of technological innovation.In this context,the introducing the third party to participate in government science and technology project management,will improve the utilization rate of the scientific research project funds,promote science and technology achievements.Hence it plays a important role in Chinese economy,the positive role in the social life becomes the best move.Compared with the western developed countries,China is late to start the third party government agencies to involve in scientific research project management,and the achievement is relatively small.This paper aims to study comparison of domestic and foreign third party organizations to participate in the management mode of government scientific research project,draws lessons from western developed countries in this aspect of the experience and effectiveness,provides effective experience for Chinese third party organizations to participate in government management of scientific research projects.
