摘　　要：About 20%～ 40% flammable castoff instead of traditional fuel was adopted incement production in developed country. And that European Union has promulgatedrelevant emission control regulations. It is proved that the flue gas emission letfrom the kiln adopting secondary fuel in was more less than the requirement in theregulation. And the seep of heavy metal ion in the concrete made from this kind ofcement is very little. Meanwhile they carried out the license system and there wereprofessional enterprises to collect, transport and process secondary fuel.
