海南食品应急物流体系发展与应对策略

摘　　要：在国家"一带一路"倡议、海南国际旅游岛和海南自由贸易区(港)的建设背景下,海南作为国家安全战略上重要的地理位置,食品是保障人民生命安全的重要战略物资。文章结合海南食品应急物流发展的现状和存在问题,提出要健全应急资金多元投入机制,加强应急资金保障;加强应急供应商质量安全监督,提高应急食品质量;建立多元应急储配管理制度,全面提供法律保障;提高食品应急智能化水平,增加应急科技含量;多方共育应急物流人才,提升专业应急能力;强化应急响应与预案管理,提高预警服务水平等应对策略。Under the influence of national strategy"one belt one road", and the construction of Hainan international tourism island and Hainan free trade zone (port), geographically Hainan has become an important strategic deployment of our county. Besides, food is one of the most important strategic materials to ensure the safety of people's life. Combining with the development situation and existing problems of Hainan food emergency logistics, the paper proposes coping strategies like to improve the emergency funds diversified input mechanism so as to strengthen emergency funds safeguard;strengthen the quality and safety supervision of emergency supplier so as to improve the quality of emergency food;establish diversified emergency storage and distribution management system, and provide comprehensive legal protection;improve food emergency intelligent level, and increase the science and technology content of emergency;cultivate emergency logistics talents in many ways in order to promote professional emergency ability;strengthen the management of emergency response and preparedness, and improve the level of early warning service.
