居住证制度发展的路径优化

摘　　要：居住证制度是进入21世纪以来我国针对流动人口管理的新方式,是中国渐进式户籍制度改革的载体,也是解决人户分离,强化实有人口管理的重要手段。我国居住证制度运行中存在着证件申领条件偏高、配套措施不到位、管理技术落后、实施效果偏地域性等问题。这是该制度实施过程中各种利益博弈、管理碎片化等因素造成的,应明确居住证制度的法律定位,厘清管理部门职责,加强人口信息标准化管理,提升流动人口社会融入能力,以促进社会和谐。Residence permit system has been China's new way of floating population manangement since the beginning of the 21st century,a carrier for gradual reform of the household registration system as well as a key approach for handling separation of registered residents and their actual residences and strengthening effective population management.There are problems in operation of residence permit system,which include on-the-high-side certificate application conditions,out-of-place supporting measures,out-of-date management,and regionalism-oriented implementation effects,which are attributed to various benefit games and management fragmentations.Accordingly,efforts need to be made to make clear-cut legal orientation of residence permit system,clarify the responsibilities of management departments,strengthen standardized management of population information,improve the capacity of integrating the floating population into the society with a view to promoting social harmony.
