国内外反恐形势的变化及我国的应对

摘　　要：面对"伊斯兰国"引发的暴恐威胁,欧美各国纷纷强化本土防御,严厉打击暴力极端主义并全力推进网络反恐。当前我国反恐工作面临着"三股势力"回流、驻外机构和海外人员频繁遭遇恐怖威胁等新情况,必须加快反恐制度体系建设,构筑反恐顶层设计;完善防恐情报预警系统,提升安全防范能力;凝聚反恐社会与专业力量,构建全民参与反恐模式;积极搭建反恐国际平台,营造合作共赢新局面,以打击恐怖主义,维护国家安全。Faced with the threat of violence and terrorism caused by"Islamic countries",the European and American countries are committed to reinforcing their homeland defense,cracking down on violent extremism and sparing no effort to move along network-based counter-terrorism.In China,the present counter-terrorism is confronted with return of the"three forces",overseas institutions and personnels frequently-encountering terrorist threats.Accordingly,efforts must be made to speed up the development of an anti-terrorism system and top-level design of counter-terrorism,improve the anti-terrorism intelligence early warning system and security protection capacity,agglomerate social and professional forces in fighting terrorism and construct a model of universal participation in counter-terrorism,actively build an international platform for counter-terrorism and carve out a new situation for win-win cooperation with a view to cracking down on terrorism and maintaining national security.
