摘　　要：从《"一带一路"体育旅游发展行动方案(2017-2020年)》的缘起出发,对其政治、经济、文化和社会功能进行了解读,结果表明:《"一带一路"体育旅游发展行动方案(2017-2020年)》诠释了中国构建"人类命运共同体"的政治使命,拓展了经济发展新空间,创造了深具中国特色的"体育+旅游+扶贫"的精准扶贫新模式。明晰了政府和社会的责任机制,规范了"一带一路"体育文化交流的具体内容,推动了全民健身和全民健康的深度融合,对推进我国体育治理体系和治理能力现代化具有十分重要的指导作用。Based on the origin of Sports Tourism Development Plan under Belt and Road Initiative(2017-2020),the paper interprets its political,economic,cultural and social functions.The research findings show that the development plan explains China's political mission of constructing human community,expands new space for economic development and creates the new poverty reduction model of sports+tourism+poverty alleviation with Chinese characteristics.It clarifies the responsibility mechanism of the government and society,standardizes the concrete contents of sports cultural exchange under Belt and Road Initiative and promotes the health of the whole people.The deep integration of pubic sport and public health plays a very important guiding role in promoting the modernization of sports governance system and governance ability in China.
