新时代背景下中国农村公共体育服务发展的路径选择

摘　　要：发展农村公共体育服务是我国体育事业的重点与难点,对于新时代贯彻落实乡村振兴战略、全面推进健康中国建设、加快推进体育强国建设、满足人民美好生活需要具有重要战略意义。当下,广大农民日益增长的多元化、个性化体育健身需要与农村公共体育服务发展不平衡不充分之间的矛盾还很突出。究其原因,与公共财政资金投入不足、转移支付制度不够完善、供给方式相对比较单一、农民需求表达机制欠缺、地方政府绩效评估乏力、监督管理机制建设薄弱等因素有关。建议:增强公共财政保障能力、完善财政转移支付制度、探索建立多元供给方式、健全农民需求表达机制、优化政府绩效考核体系、加强监督管理机制建设。The development of rural public sports services is central to the development of the Chinese sports,which is of strategic significance for implementing the strategy of rural revitalization,promoting the construction of healthy China,and accelerating the construction of a strong sports country as well as meeting the needs of the people for a better life.However,the contradiction between the increasing diversity and individual sports fitness needs of farmers and the unbalanced development of rural public sports services is obvious.The reasons are related to factors such as insufficient public financial investment,inadequate transfer payment system,simple supply mode,no way for farmers to seek for their needs,weak performance evaluation of local government,weak supervision and management mechanism.To solve these problems,it is urgent to enhance the public financial support,improve the financial transfer payment system,explore the establishment of multiple supply methods,improve the representation mechanism of farmers’ needs,optimize the government performance appraisal system,and strengthen the construction of supervision and management mechanism.
