滇池流域生态补偿研究

摘　　要：流域水质、水量对生态环境和社会经济效益的影响,以及如何协调好保护和发展的关系是决策者及公民普遍关注的问题。通过对滇池流域的调研得出影响滇池流域水质、水量的主要原因有内源污染、工业污染、生活污水排放、农业面源污染等,而导致这一系列原因很大程度在于没有建立完善的生态补偿机制,即对损害(或保护)资源的行为进行收费(或补偿)。基于此在以往生态补偿的基础上提出了一种新的补偿标准。The impact of water quality and water quantity on ecological environment and social and economic benefits,and how to coordinate the relationship between protection and development were issues of general concern for policy makers and citizens.Through the investigation of Dianchi Lake Basin,the main reasons that affect the water quality and quantity of Dianchi Lake Basin were:endogenous pollution,industrial pollution,domestic sewage discharge,agricultural non-point source pollution,etc.,which led to the lack of perfection.The ecological compensation mechanism was to charge (or compensate) the behavior of damage (or protection) of resources.Based on this paper,a new compensation standard was proposed based on the previous ecological compensation,and the questionnaire was found to be widely recognized by the public.
