摘 要:科技项目后评估是针对已经完成的科技项目成果的评估,是科技管理活动的重要一环,对科技项目质量的考核评价和科技成果的应用都非常重要.电力系统的科研投入逐年快速增长,对电力行业的科研活动成果进行科学、高效和准确的评估对电力科技的发展具有至关重要的作用.该文在对电力行业科研活动的特点进行深入分析的基础上,建立了电力科技项目的综合评价指标体系;针对科技成果评价过程中,评估专家立场、观点、能力、素质不同导致评估结果差异的实际问题提出了有针对性的处理策略,提出了以专家考评为权重的加权处理策略和基于方差的特异性评估结果处理方法,提高了评估结果的科学性和稳健性.在实际评估信息化系统中的应用取得了满意的效果.Post-evaluation of technique programs evaluates the achievements of technique programs after it is finished.As a key step of technique management operation,it has important impact on the performance assessment and utilization of techniques that is developed in the programs.The investment of power industry on technology is increasing rapidly,it’s very important to carry out scientific and accurate evaluation of researching programs when they are finished.Based on a review on the characteristics of researching programs of power industry,we established a set of evaluation indexes for technique programs.Since generally there are great differences between the evaluation results given by experts that help us to evaluate the programs due to their different background,working environment and experience,we put forward a scheme that take the expertise of experts into consideration as weights when calculate final evaluation scores.We have also suggested in this paper a scheme that can eliminate obsolete evaluations based on variance coefficient.The solution for post-evaluation has good performance in the applications of automated evaluation software systems;the evaluation scheme and the results produced have shown strong scientificalness and repeatability.
