英国、美国、俄罗斯竞技体育管理体制演进趋势及其启示

摘　　要：通过文献梳理比较分析英国、美国、俄罗斯竞技体育管理体制的演进趋势,认为我国竞技体育管理体制改革可从三个方面借鉴英国、美国、俄罗斯的竞技体育管理经验:一是政府应当完成从划船者向掌托者的角色转变,把更多的精力集中在竞技体育发展的宏观战略与政策制定上;二是政府要加强与体育社会组织的合作管理,尤其是要重点改革国家体育总局、中华全国体育总会和中国奥委会三块牌子一套人马的现状,逐步推进中华全国体育总会和中国奥委会的实体化进程;三是政府要搭建开放性的平台为市场组织参与竞技体育发展提供机会,注重从法治层面保障市场组织在竞技体育发展中的合法权益,高度重视职业体育的发展并尊重其运行的市场规律等。This paper explored the elite sports management system of UK,USA and Russia,through comparative analysis,we found that Chinese elite sports management system could get the following three aspects of develop experience from them.Firstly,the government should change its role from rower to trustee,and concentrate more on the macro strategy and policy formulation of elite sports development.Secondly the government should strengthen its cooperative management with sports social organizations,especially focus on reforming of current situation of the three brands of General Administration of Sports,All-China Sports Federation and Chinese Olympic Committee,and gradually promote the process of materialization of All-China Sports Federation and Chinese Olympic Committee.Finally,the government should build an open platform to provide opportunities for market organizations to participate in the development of elite sports,and pay attention to guaranteeing the legitimate rights and interests of market organizations,attach great importance to the development of professional sports and respect market rules of its operation,etc.
