摘　　要：党的十九大提出"实施乡村振兴战略"的重大决策部署,习近平总书记在2018年全国两会时提出要推动人才振兴。2018年中央"一号文件"指出要"建立选派第一书记工作长效机制",体现了第一书记在乡村振兴中的重要作用。北京市从2015年至2018年底,共为980个村选派了三批第一书记,他们在农村基层组织建设、经济发展、产业开发、民生改善等各方面,与村"两委"班子一起为农村经济社会发展做出了重要贡献。但是,在具体的工作实践中,第一书记也面临着诸如队伍结构不平衡、政策把握不充分、缺乏农村工作经验等一系列现实问题和困难,制约了第一书记作用的有效发挥。为此,北京农学院和北京市第一书记志愿服务总队共同成立课题组,采取问卷调查、实地调研、座谈走访等形式,对北京市村级党组织第一书记发挥作用的现状、实践中面临的问题进行研究,梳理存在的问题及分析问题原因,并针对北京市村级党组织第一书记从选派到发挥作用提出了有针对性的对策建议。It proposed the implementation of the major decision-making arrangements for the implementation of the "Rural Revitalization Strateg" in The 19th National Congress of the Communist Party of China.And Xi Jinping proposed to promote talent revitalization in the 2018 National Conference.In 2018,the Central "No. 1 Document" pointed out that it was necessary to establish a long- term mechanism for the selection of the first secretary,which reflected the important role of the first secretary in the rural revitalization.From 2015 to the end of 2018,Beijing has sent three batches of first secretary for 980 villages.They have made important contributions to rural economic and social development together with the "two committees" of the village in various aspects such as rural grass- roots organization construction,economic development,industrial development and improvement of people's livelihood.However,in the specific work practice,the first secretary system also faces a series of practical problems and difficulties,such as imbalanced team structure,inadequate policy control,and lack of rural work experience,which restricts the efficiency of the first secretary.To this end,Beijing Agricultural College and the Beijing First Secretary Volunteer Service Corps jointly set up a research group to sort out the existing problems and analyze the causes,and put forward targeted countermeasures and suggestions for the first secretary of Beijing from the election to play a role by varies means like questionnaires,field surveys and interviews and so on.
