摘 要:建设生态特区是江苏贯彻落实生态文明建设,推进高质量发展的重要举措。江苏沿海生态保护特区存在着用养矛盾突出,缓冲区、实验区退化严重,自然资源多头管理,生态补偿与激励不到位,环境污染和自然灾害时有发生,环境风险与生态安全隐患多等问题。要促进江苏沿海生态保护特区建设的建设与发展,一是推进资源统一管理,组建自然保护特区管理局,保证特区的整体性和独立性;二是严格执行禁止性准入政策和正面清单制度,限制除生态旅游、生态农业外其他产业活动;三是加强生态修复治理,防控生态风险与灾害;四是统筹兼顾生态与生活,加大生态补偿力度,加快创建国家公园;五是强化政策支持,完善考核监督机制,打造"大保护"合力与格局。The construction of special ecological zones is an important measure to implement the construction of ecological civilization and promote high-quality development in Jiangsu. There are many problems in the special zone of coastal ecological protection in Jiangsu province, such as the contradiction between utilization and conservation, the serious degradation of buffer zone and experimental zone, the uncoordinated management of natural resources, the inadequate ecological compensation and incentives, the frequent occurrence of environmental pollution and natural disasters, and the potential risks of environment and ecological security. The development measures are as follows: first, to promote the unified management of resources, setting up a special administrative bureau for natural protection, ensuring the integrity and independence of the special zone;second, to strictly implement the prohibitive access policy and positive list system, restricting other industrial activities except ecotourism and eco-agriculture;third, to strengthen the ecological restoration, preventing and controlling ecological risks and disasters;fourth, to give overall consideration to both ecology and life, increasing ecological compensation, and accelerating the establishment of national parks;fifth, we should strengthen policy support, improving the assessment and supervision mechanism, and creating the synergy and pattern of “overall protection”.
