摘　　要：根据《国务院关于在全国推开"证照分离"改革的通知》及海关总署关于深化"放管服"改革的总体要求,通过口岸与地方关于对卫生行政许可审批现行模式的对比,探讨如何更好地推进口岸卫生行政审批制度改革,如何有效实施行政许可中的"告知承诺制"和"优化准入制"。According to the notice of the state council on the reform of “Business licenses and operating licenses being issued separately” in China and the general requirements of the general administration of customs on deepening the reform of “decentralized management and service”,by comparing the current mode of health administrative license examination and approval between ports and local governments. To explore how to better promote the reform of port health administrative examination and approval system,how to effectively implement the “inform commitment system” and “optimize access system” in administrative license.
