村官职务犯罪的演变与治理探析——基于1993～2017年案例的研究报告

摘　　要：在搜集1993～2017年发生的1936起村官职务犯罪案例的基础上,统计了犯罪次数、涉案金额、犯罪领域、犯罪手段等代表性指标的演变,发现村官职务犯罪的规模变化和演变规律,与"三农"战略地位、国家发展重心、征地拆迁规模、城镇化进程、惠农政策落实以及基层反腐体系等因素密切关联。在实证研究的基础上,提出完善立法、加强农村基层思想教育、强化以村监会为核心的农村反腐思想阵地,以及把互联网概念应用于农村基层反腐的建议。In order to implement the 19th National Congress report,which requires“no restricted area,full coverage,and zero tolerance against corruption,”not only“fighting tiger”,but also“fighting fly”.It is necessary to study the characteristics of cadres official official crimes and their laws of occurrence.On the basis of collecting the 1936 cases of cadres official who committed official crimes from 1993 to 2017,we have counted the evolution of representative indicators such as the number of crimes committed,the amount involved,the area of crime,and the means of crime,and found the changes in the scale and evolution of cadres official official crimes.It is closely related to the strategic position of the“three agriculture”,the national development focus,the scale of land acquisition and demolition,the urbanization process,the implementation of the benefiting-farmers policy,and the grassroots anti-corruption system.On the basis of empirical research,the author puts forward some feasible suggestions such as improving legislation,strengthening rural grass-roots ideological education,strengthening the rural anti-corruption ideological position with the village Regulatory commission as the core,and the internet plus rural grassroots anti-corruption under the threshold,so as to provide reference for the prevention and treatment of post crimes of cadres official.
