摘　　要：确立地方立法后评估标准是新时代建立完备的法律规范体系、高效的法治实施体系的重要举措,也是提高立法质量的应有之义。地方立法后评估的路径包括理论分析和实证分析。评估主体、评估对象、评估目的、评估原则等要素构成了地方立法后评估标准的基本内涵。针对当前地方立法后评估存在的评估标准选择制度性设计不足、评估标准制定缺乏体系性建构、评估标准适用科学性有待提高等问题,应加强理论研究,制定地方立法评估法,确立地方立法后评估标准的基本原则,构建地方立法后评估标准体系及评估标准实施主体多元化,以提高地方立法后评估标准的效果。The establishment of the criteria of evaluation after local legislation is an important measure for building a complete system of legal norms and an efficient system of the rule of law and its enforcement in the new era. Such a move is also integral to the improvement of legislative quality. Paths for local post-legislation evaluation include theoretical analysis and empirical analysis. The subject, object, purpose and principle of such evaluation and other related elements constitute what are basically covered in the criteria of local post-legislation. Addressing existing problems such as the lack of institutional design in the selection of evaluation criteria, the absence of systematic construction for the formulation of evaluation criteria, and the to-be-improved applicability and scientific performance of the criteria, we are expected to enhance theoretical research, enact local legislation assessment act, formulate the basic principles governing post-legislation evaluation, establish a criterion-driven system of local post-legislation evaluation, and diversify the implementers of the evaluation criteria, thereby improving the effectiveness of local post-legislation evaluation criteria.
