摘　　要：我国农村医疗救助历经多年的发展与变革,正在逐渐从"救助型"向"福利型"发展。但现行的制度在救助对象、救助过程和救助结果方面还存在一些问题,通过分析发现,救助理念落后、救助方式繁琐以及对救助基金监督管理不到位等因素,都是阻碍"福利型"医疗救助制度建立和发展的重要原因。In China,the rural medical assistance system has been developing and reforming for many years, and it has been changing from "relief oriented "to "welfare oriented". However, there are still some problems in the object of the current system. Such as, the rescue process and the rescue results. As a result, we find that the backward concept of rescue, the complexity of rescue methods, and the inadequate supervision and management of relief funds are all the key factors which are hindering the establishment and development of the "welfare oriented" medical assistance system.
