摘　　要：矿产地质勘查报告不但是矿业权价值评价的依据,更是矿山建设的依据。如果矿产地质勘查报告不实,不仅会造成巨大浪费,还可能造成严重的安全事故,所以需要追究出具不实矿产地质勘查报告主体的责任。本文首先对矿产地质勘查报告不实进行了界定,并介绍了矿产地质勘查报告不实的表现形式及危害;其次分析了矿产地质勘查报告属于检验鉴定结论这一法律属性,在此基础上论述了出具不实矿产地质勘查报告的勘查单位所承担的民事责任;最后分析了勘查单位出具不实矿产地质勘查报告应承担的行政责任和刑事责任。The mineral geological exploration report is not only the basis of mining rights value evaluation,but also the basis of a mine construction.In the case of the mineral geological exploration report being unobjective,it not only can cause huge waste,but also may cause serious safety accidents,and therefore the subject should bear legal responsible for issuing the unobjective mineral geological exploration report.In this paper,first of all,give the concept what is the unobjectivity of the mineral geological exploration report,and introduces the form and the harm of the unobjective mineral geological exploration report.Then analyzes the legal attribute that the mining geological exploration report belongs to the appraisal conclusion,and on this basis,this paper discusses the civil liabilities of exploration unit who issued the unobjective mineral geological exploration report.And then analyze the administrative responsibility and criminal responsibility of the exploration unit who issues the unobjective mineral geological exploration report.
