对大运河文化带建设的水利立法思考

摘　　要：分析了水利工作在大运河文化带建设中面临的使命和任务,确立了大运河文化带建设的水利立法思路,提出大运河文化带建设立法应当重点处理好全局和局部、保护和利用、防洪和生态、运河本体和流域区域、当前和长远、传承和创新等关系,促进大运河防洪排涝、调水供水、水生态保护等功能的有效发挥,实现大运河防洪安全、供水安全、生态安全。The mission and tasks of water in the establishment of the Grand Canal cultural belt has been evaluated, which may contribute to the proposal of legislation for the construction of the belt. It suggests to balance overall and local interests and properly deal with the relationships between protection and utilization, flood control and ecology, canal and river basin, short term and long term, inherit and innovation. It also urges to maximize roles of the Grand Canal for flood control, water diversion and supply, ecological protection, so as to realize flood safety, water supply security and ecological safety.
