摘　　要：智慧城市建设是个长期而又复杂的动态运营过程,引入PPP模式成功应用的重要因素,就是建设过程中构建较为系统化完善的风险分担机制。基于PPP模式下的激励理论是以经济学视角界定的。在PPP项目合作中公私部门两者达成协议时,需要提前确定该合作收益分配基点,同时需要约定公共部门与私有部门及第三方要考虑涉及合作自身利益条件要求,彼此间渴望达到自身最佳获取效果的利益。那么智慧城市建设的PPP模式利益合作分配关系,和所付出投入的承担风险相适应,通过这种方式可以在项目合作中促进公私双方彼此友好协作稳定条件,同时更能增加彼此合作积极性。通过假设智慧城市建设中的PPP模式的总收益确定的前提条件下,非影响公众关系利益的条件,合理采用收益分配模型多种因素条件影响下分析,公私双方部门在PPP项目合作中采用最佳的利益分配理论方法。The construction of smart city is a long-term and complex dynamic operation process. The important factor for the successful application of PPP mode is the construction of a systematic and complete risk sharing mechanism in the process. The motivation theory based on the PPP model is defined from the perspective of economics. When the public and private departments in the PPP project cooperation reach an agreement, it is necessary to determine the base point of the cooperative income in advance, and at the same time, it is necessary to stipulate the public sector, the private sector and the third parties. It is necessary to consider the interests of the conditions of cooperation in their own interests and the desire to achieve the best results of their own. Then, the PPP model of the smart city construction has a profit-sharing relationship, which is compatible with the risk of the investment. In this way, it can promote the friendly and cooperative conditions of the public and private parties in the project cooperation, and at the same time increase the cooperation enthusiasm. This paper assumes that the total benefits of the PPP model in the construction of smart cities are determined on the premise of the conditions that do not affect the interests of public relations. Under the influence of a variety of factors such as the rational use of income distribution model, the public and private sectors adopt the best theoretical method of interest distribution in PPP project cooperation.
