摘　　要：最低生活保障制度是国家对全体居民供给的基本生活底线安全的救助制度,体现了社会主义社会的本质,是保障人的尊严,促进社会公平正义,维护社会安全与和谐的重要制度设计,在当前全面脱贫攻坚中具有重要的兜底保障作用。基于价值理性的视角,从河南省城乡低保制度的受益人数、覆盖率、保障标准、替代率等方面进行对比研究,分析河南省最低生活保障制度统筹发展存在的问题,提出推进河南省最低生活保障制度统筹发展的对策建议,以期更好地发挥最低生活保障制度在全面脱贫攻坚中的兜底保障作用,助力全面建成小康社会目标的实现。The minimum living security system is a national security system for the basic living of all residents.It embodies the essence of socialist society and it is an important system design that guarantees human dignity,promotes social fairness and justice,and maintains social security and harmony.In the current comprehensive poverty alleviation,it has an important role in protecting the bottom.Based on the perspective of value rationality,this paper makes a comparative study on the number of beneficiaries,coverage,security standards and replacement rates of urban and rural subsistence allowances in Henan Province,and analyzes the problems existing in the development of the minimum living security system in Henan Province.Suggestions for promoting the coordinated development of the minimum living security system in Henan Province are put forward to better play the role of the minimum living security system in comprehensive poverty alleviation and help achieve the goal of building a well-off society in an all-round way.
