摘　　要：中国空间规划体系的形成和发展,在很大程度上内生于中央与地方关系的演变之中。构建和完善空间规划体系必须符合中央与地方关系改革的大方向,符合国家治理体系和治理能力现代化的总目标。构建和完善中国空间规划体系,应体现"中央办大事、地方办小事"的原则,贯彻落实维护中央集中统一领导和赋予地方机构更多自主权的精神,形成中央统一决策、约束有力和地方因地制宜、灵活有效的空间规划体系。The formation and development of China’s spatial planning system is largely endowed by the evolution of central and local relations.Building a sound spatial planning system must conform to China’s big direction of central and local relations reform,and meet the overall goal of national governance system and modernization of governance capacity.To construct and improve China’s spatial planning system,we should embody the principle of central affairs belonging to the central government and small affairs belonging to the local government,implement the spirit of maintaining centralized and unified leadership of the central government,and giving local institutions more autonomy,and form a space planning system with strong constraints by a central unified decision-making process.Meamwhile,the space planing system is flexible and effective,and being suited to cocal conditions.
