摘  要:结合区域化海洋渔业环境信息保障服务的应用现状,梳理总结分析五大典型能力需求,进而提出区域化海洋渔业环境智能观测与决策支持系统建设思路与目标,设计"三层两翼"的统一化、开放式体系架构和系统信息流程。统合传感器网络化系统集成,海洋目标、活动与海洋环境等立体综合感知态势生成,面向海洋渔业的决策支持功能服务群开发信息感知、融合处理和决策支持等应用核心功能为一体,提出系统架构设计、资源跨域重组、信息融合处理、决策支持建模与可视化、效能评估等关键技术,为全面提升区域化海洋渔业资源管理科学化与精细化水平,推动海洋渔业经济和产业化发展提供信息化支撑。In combination with the application status of regional marine fishery environmental information security services, we summarized and analyzed five typical capacity requirements, and we proposed the construction idea and goal of the intelligent observation and decision support system for regional marine fisheries environment. The unified and open “three horizontal two vertical” system architecture and information process were designed. We integrated sensor networking systems, three-dimensional situation awareness of ocean targets, activities and the marine environment. For marine fishery decision support function service group, we combined the core functions of information perception, fusion processing and decision support. We also put forward key technologies such as system architecture design, cross-domain resource reorganization, information fusion processing, decision support modeling and visualization, and effectiveness evaluation. It can provide information support for improving the scientific and refined management level of regional marine fishery resources and promoting the development of marine fishery economy and industrialization.
