健康中国战略下我国健身休闲产业政策供给研究

摘　　要：健身休闲产业作为综合性和融合性的朝阳产业,逐渐成为健康中国建设下发展方式转型和经济结构调整的重要支点。我国健身休闲产业政策法规供给在有机延续以往政策的同时,又在一定程度上出现较大的突破与创新。研究从健身休闲产业政策的沿革、存在的问题、战略的影响、未来供给趋势出发,对政策法规供给进行了全方位的分析与解读。目前我国健身休闲产业政策发展经历了起步萌芽、培育发展、快速发展、蓬勃发展4个阶段。而政策制定与实施的有效性、扶持性政策、供给侧结构性改革专项政策、纲领性政策法典不足影响健身休闲产业发展。基于健康中国战略,未来健身休闲产业政策应立足成为国民经济支柱产业的政策目标导向;突出市场对资源配置的决定性作用的政策基调;建设供需两端协调用力推动产业发展的政策创新路径;立足新时代由"多头共管"向"龙头统领"的政策结构性优化;完善政策制定的程序以科学性、开放性、协同性、时效性为标准提升政策效能。以健身休闲产业政策有效供给为抓手,推进健康中国战略实施。As a comprehensive and integrated sunrise industry,the fitness and leisure industry has gradually become an important fulcrum for the transformation of development mode and economic restructuring under the construction of healthy China.China’s fitness and leisure industry policies and regulations supply organically continue the previous policies,but also to a certain extent,major breakthroughs and innovations.This paper starts from the evolution of the fitness and leisure industry policy,existing problems,strategic influences,and future supply trends,and analyzes and interprets the supply of policies and regulations.At present,China’s fitness and leisure industry policy development has experienced four stages:germination,cultivation,rapid development and vigorous development.The effectiveness of policy formulation and implementation,supportive policies,supply-side structural reform special policies,and programmatic policy codes are insufficient to affect the development of the fitness and leisure industry.Based on the healthy China strategy,the future fitness and leisure industry policy should be based on the policy goal of becoming the pillar industry of the national economy;highlight the policy tone of the market’s decisive role in resource allocation;build a policy innovation path that both ends of supply and demand coordinate and promote industrial development.The era is optimized from the policy of“multi-headed co-management”to“leading command”;the process of improving policy formulation is based on science,openness,synergy and timeliness as the standard to improve policy efficiency.Taking the effective supply of fitness and leisure industry policies as the starting point,we will promote the implementation of the Healthy China Strategy.
