摘　　要：发展战略性新兴产业是体现国家意志的战略行为,而发展战略性新兴产业的关键在于解决技术突破和资本支持问题,战略性新兴产业的战略性及外部性特质要求加大公共资本战略性投入。基于此,提出了组建中国战略性新兴产业发展投资有限公司、提供可持续公共资本投入支持、加大科技研发领域、清洁能源行业、新能源汽车产业、国家宽带计划中公共资本投入力度等对策建议,以促进我国战略性新兴产业持续健康发展。Developing strategic emerging industry is the strategic behavior to reflect state will,but the key point to the development is to solve technological breakthrough and capital support,and the strategy characteristic and external feature of the strategic emerging industry need enlarging public capital strategic input.Based on the above,this paper puts forward the countermeasure to establish China strategic emerging industrial development investment Co.,Ltd,provide sustainable public capital input support,and enlarge the public capital input in scientific R&D field,clean energy industry,new energy automobile industry and national broadband plan to improve the healthy and sustainable development of China strategic emerging industry.
