供给侧改革视野下我国体育产业银行设置的初步探讨

摘　　要：从"供给侧结构性改革"和"五大发展理念"的政策指引出发,运用文献资料法、逻辑分析法等对我国体育产业银行设立所面临的机遇、挑战及其应对策略进行研究。主要结论:我国体育产业银行的设立迎来创新发展理念的支持、体育产业供给侧结构性改革、体育产业市场巨大潜力、体育产业结构有待优化、全民健身公共服务体系亟待完善等发展机遇,但也将面临法理体系不健全、金融权限不清晰、投资信贷有风险、监管体系不完善、融资渠道不畅通、责任主体不明确等巨大挑战。建议明确法律责任主体,建立完善监管体系,拓宽投融资渠道,准确定位社会属性,完善信贷管理系统。Based on the policy guidelines of"supply-side structural reform"and"five development concepts",this paper studies the opportunities,challenges and countermeasures faced by the establishment of China's sports industry bank by using literature review and logical analysis.It is concluded that the establishment of the bank has received development opportunities such as"support of innovative development concept,supply-sidestructural reform of the sports industry,huge potential of the sports industry market,the need to optimize the sports industrial structure,and the public service system of national fitness need to be improved".However,it will also face huge challenges such as"unsound legal system,unclear financial authority,risk of investment credit,imperfect regulatory system,hindered financing channels and unclear responsibility subjects".Therefore,this paper puts forward countermeasures such as"clarifying the subject of legal liability,establishing andperfecting the supervision system,widening the investment and financing channels,accurately positioning social attributes,and improving the credit management system".
