摘　　要：政府购买服务与事业单位改革高度相关,推进政府购买公共服务的过程,实际上也是鉴别事业单位,包括行政保障类事业单位,承担的服务是否能够并且适宜由市场进行配置的过程,是推进事业单位改革的重要方式。在政府购买服务的政策文件中,对于公益类、行政保障类事业单位在政府购买服务中的角色界定不明晰;在政府购买服务的实践中,行政保障类事业单位的参与有利有弊。深化事业单位改革应明确行政保障类事业单位的范围和特点,结合组织间合作的相关理论,考虑一体化、市场化以及混合合作等多种改革可能性。The government purchase of services is highly elevant to public institutions reform.To promote government purchase of public services,is to identify whether services provided by public institutions,including those of administrative functions can and is appropriate to be undertaken by the market,which is an important approach to promote public institutions reform.In policy instruments related to government purchasing services,the role of public institution of administrative functions in government purchasing service is not clearly defined.In the practice of government purchasing service,the participation of public institutions of administrative functions has both advantages and disadvantages.To deepen reform of public institutions,it is essential to clarify the definition,scope and characteristics of public institutions of administrative functions.In combination with relevant theories of inter-organizational cooperation,various possibilities such as integration,marketization and mixed cooperation should be considered.
