摘　　要：[目的]通过分析辽宁省2008-2015年新农合住院补偿公平性,为调整和设计城乡居民医疗保障制度提供参考依据。[方法]运用Excel和SPSS 20. 0软件对数据进行操作,通过计算基尼系数、集中指数和泰尔指数,对住院补偿公平性进行分析。[结果] 2008-2015年的住院补偿的基尼系数和集中指数都小于0. 1,基尼系数在2011年达到最低值0. 007,后有所增长,集中指数在2011年达最低值0. 02,后有所增长。泰尔指数在2011年最接近于0。说明补偿金额在不同收入的参合者中的分布较为均衡,公平性较强,但在不同经济水平地区之间存在差异。[结论]通过对2008-2015年辽宁省新农合住院补偿公平性分析,发现辽宁省新农合政策在降低农民就医负担、提高卫生服务利用、增强卫生服务公平性方面取得了一定的成效,但仍存在辽宁省实际住院补偿比低于国家政策规定、医疗费用增长速度过快、基层医疗机构医疗水平有待提高等问题。Objective To analyze the fairness of hospitalization compensation for new rural cooperative medical care in Liaoning province from 2008 to 2015 so as to provide reference for adjusting and designing the medical security system for urban and rural residents. Methods Excel and SPSS20.0 software were used to analyze the data. Gini coefficient,concentration index and Theil index were used to analyze the fairness of hospitalization compensation. Results Gini coefficient and concentration index of hospitalization compensation from 2008 to 2015 were both less than 0.1,and Gini coefficient reached a minimum of 0.007 in 2011,and then increased. Concentration index reached a minimum of 0.02 in 2011,and then increased. Tell Index was closest to 0 in 2011. It showed that the compensation amount was more balanced among the participants of different incomes,and the fairness was stronger,but there were differences in different economic levels region. Conclusions Through the analysis of the fairness of hospitalization compensation for new rural cooperatives in Liaoning Province from 2008 to 2015,it is found that Liaoning New Rural Cooperative Policy has achieved certain Results in reducing the burden of farmers medical treatment,improving the utilization of health services,and enhancing the fairness of health services. However,there are still problems such as the actual hospitalization compensation ratio in Liaoning Province is lower than the national policy,the growth rate of medical expenses is too fast,and the medical level of primary medical institutions needs to be improved.
