摘　　要：文章总结了温州市排污权有偿使用和交易工作试点所取得的成效,剖析了目前存在的政策法律支撑不足、定价方式有待优化、总量减排与质量改善目标不协调、交易机制有待完善和监管核证存在难度等现实问题,并结合新《环保法》和排污许可证制度要求,提出了完善排污权政策与法律法规、开展分类分行业排污权核定分配、构建新型排污权-排污许可证制度、研究排污权有偿使用与交易机制和探索排污权核证方法和处罚依据等建议。The achievements made in the pilot practices on the compensated use and trading of emission rights in Wenzhou city were summarized. The existing problems were analyzed from lack of legal support, irrational pricing method, inconsistent emission reduction target, inactive trading mechanism, difficulty of verification and supervision, respectively. Suggestions on improving the support on emission rights policies and laws, carrying out a classification of the approved allocation of emission rights by industries, building a new type of constructions combined with emission rights- Discharge Permit System, studying the compensated use and trading of emission rights mechanism, exploring the emission rights verification methods and supervision were proposed based on the requirements of new Law of Environmental Protection and Discharge Permit System.
