摘 要:大数据时代的到来和深度学习算法的日趋成熟,推动了传统治理模式的变革,智能治理模式开始凸显。智能治理以数据为依据、算法为核心、算力为支撑。智能治理模式的出现,推动了政府公共政策议程的变革、政府治理效率的提升、行政运行成本的降低、政府与民众之间互动的增强。由于政府在数据和算法方面的弱势,智能时代的政府治理面临数据霸权的风险、算法独裁的可能和去中心化的挑战。为此,需要通过构建由政府主导的国家大数据系统和由政府掌握核心算法的智能政务平台,推动现有政府治理结构的变革,来有效提升智能时代的政府治理能力,推动政府治理体系和治理能力现代化目标的实现。the coming of the big data era and the gradual maturity of deep learning algorithms improve the reform of traditional governance model to prominent the intelligent governance model. The intelligence governance is based on data, supported by computing power and its core is algorithms. The appearance of intelligence governance model improves the reform of government public policy agenda, the improvement of governance efficiency, reducing costs of administrative operation and strengthening interaction between the government and the populace. Because of the weakness of government’ s data and algorithms, the government in the era of intelligent governance will face the risk of data hegemony, the possibility of algorithms dictatorship and the challenge of decentralization. In order to solve these problems, the national big data system leading by the government and the intelligent government platform mastering by the government algorithms should be constructed to improve the governmental reform of governance structure,to promote the governance capability effectively and to push the government to achieve the goals of governance modernization.
