江苏省机动车排气污染监管系统的功能和应用探讨

摘　　要：为了加强对检测机构的监管和机动车管理能力建设,江苏省建成了机动车网络监管系统。本文介绍了江苏省网络监管系统的整体框架,省级监管系统的功能及其在机动车环境管理中的应用情况。监管系统的功能主要包括检测机构信息、车辆信息、检测信息的存储及数据的综合分析系统和异常数据报警、视频监控、综合信息显示大屏系统等。监管系统的应用主要包括:(1)加强对环检机构的管理;(2)提高环保监管效率和管理水平;(3)确保高排放车辆得到有效维修治理;(4)提升机动车排放监测数据的使用及功能。In order to strengthen the super vision on detection institution and construction of motor vehicle management capacity, supervision system on motor vehicle network was established in our province. The article introduces the integrated frame of supervision system on motor vehicle network of Jiangsu Province, the functions of provincial supervision system, as well as the application of it in the motor vehicle environment management. The functions of supervision system mainly include information of detection institution, vehicle information, storage of detection information, comprehensive analysis system of data, alarm of abnormal data, video monitoring, and large-sized screen system of comprehensive information display, etc.. The application of supervision system mainly contains:(1)strengthening management of environment institution;(2)improvement of environmental supervision eff iciency and management level;(3)making sure effective maintenance and governance of vehicles with high exhaust;(4) improvement of application and function of supervision data of motor vehicle exhaust.
