摘 要:通过对东乌珠穆沁旗牧区社会多元发展的实证研究,提出在"被动发展"的政府话语体系中,牧民更愿意自觉实践尊重地方文化和传统的"主动发展"方式,由外源式转向内发型发展。研究表明,只有培育少数民族自身发展机制和参与发展的能动性才是实现牧区社会发展的基础,而地方社会根据其传统机制建构起来的生存实践不仅作为生产方式与外部市场和国家发生联结,同时在牧区现代化冲击下的不断转型中,也使得地方社会的生计方式得以维系,传统社会文化得以延续。Based on the empirical research in the diversified development of pastoral society in East Ujimqin County, this paper puts forward that in the government discourse system of "passive development", the herders are more willing to consciously follow the way of "active development", which transfers from exogenous development to endogenous development with great respect to the local culture and tradition. The paper shows that the pastoral society can only be developed on the basis of fostering the self-development mechanism of ethnic minorities and their initiative of participating in development. The survival practice constructed by local society based on its traditional mechanisms is not only linked to the external market and the country as a way of production, but also maintaining the livelihoods of local society and inheriting the traditional social culture in the constant transformation under the impact of the modernization of pastoral areas.
