摘　　要：运用秩和比综合评价方法,对广西南宁市不同主体社区卫生服务机构的基本公共卫生和基本医疗服务功能落实情况进行综合评价及比较。研究发现,"政府办""医院办"和"社会办"三类社区卫生服务机构公共卫生服务总体开展情况差异不大,但三类机构因运行机制不同,在基本医疗服务供给量方面有所差异,其中,无法有效吸引病源是制约各类社区卫生服务机构发展的症结。Adopting the rank-sum ratio (RSR) method, this paper comprehensively evaluates and compares the basic public health and basic medical service function implementation of community health centers held by different sponsors in Nanning City of Guangxi Zhuang Autonomous Region. It is found that there is no significant gaps in terms of basic public health service among the three main types of urban community health service institutions, that is, community health service centers held by government, hospital and society. However, due to different operating mechanisms, the three types of institutions differ in the amount of basic medical services they supply. Accordingly, the main factor that restricts the development of these community health centers is the inability to effectively attract the source of patient.
