论新型智库高质量发展的“四大体系”建设

摘　　要：[目的/意义]进入新时代,我国经济已由高速增长阶段转向高质量发展阶段,实行经济高质量发展,已成为建设现代化经济体系的核心和主题。随着经济的高质量发展,必然要求有与之相适应的智力支撑体系,随之而来的必然要求新型智库的高质量发展。[方法 /过程]本文以新时代我国经济高质量发展的相关理论为指导,在现有相关研究文献和实地调研的基础上,总结近年来智库发展实践经验,形成了推进新型智库高质量发展的若干对策建议。[结果 /结论]论文提出要实现新型智库建设的高质量发展,亟需抓好标准体系、评价体系、激励体系、保障体系等"四大体系"建设。[Purpose/significance]Entering a new era,China's economy has shifted from a high-speed growth stage to a high-quality development stage,and the implementation of high-quality economic development has become the core and theme of building a modern economic system.With the high-quality development of the economy,it must require a corresponding intellectual support system,and then the high-quality development of new think tanks in line with it.[Method/process]This paper is guided by the relevant theories of high-quality development of China's economy in the new era.Based on the existing literature and field research,it summarizes the practical experience of think tanks’development in recent years and recommends several countermeasures of promoting a high-quality development of new think tanks.[Result/conclusion]The paper proposes that,to achieve high-quality development of new type think tanks’construction,it is urgent to grasp the construction of“four major systems”such as standard system,evaluation system,incentive system and guarantee system.
