特色专业化高校智库的国际经验借鉴及启示——以气候变化智库为例

摘　　要：[目的/意义]在高校智库的建设思路上,特色专业化建设已成为共识。[方法 /过程]依据魏一鸣课题组对全球较为著名且已有一定影响力的314家气候变化智库的评估数据遴选出7家高校气候变化智库为研究对象,应用网络调查和案例分析法,梳理剖析国际典型高校气候变化智库的主要特征,学习和借鉴国外顶尖气候变化智库的发展经验找出自身差距。[结果 /结论 ]整合国内相关高校的优势科研资源,以多机构联盟的方式、采用虚拟网络形式的松散型组织结构和项目小组形式建立气候变化智库,实现1+1> 2的协同效应。[Purpose/significance]In the construction of university-affiliated think tanks,the characteristics with professionalization development has become a consensus.[Method/process]Based on the evaluation data of 314 climate change think tanks that are well-known and influential in the world from research report of Wei Yiming’s group,this paper selects seven university climate change think tanks as research objects.Through network survey and case study,this paper combs the main characteristics,absorbs and learns from the development of foreign top climate change think tanks,and finds out the gap.[Result/conclusion]It concludes that to set up climate change think tank should integrate the superior scientific research resources of relevant domestic universities,withthe multi-unit alliance,adopt the loose organizational structurein virtual network and form the project team,in order to achieve synergy effect of 1+1>2.
