美国区域交通规划编制对我国省级空间规划的借鉴意义--以美国加州为例

摘　　要：美国加州的区域交通规划对生态环境实行的是刚性管理,各项环境指标都必须符合联邦和州所设定的标准;对城市增长边界和农田则实施弹性管理,以政策引导和资金支持为主。本文简要介绍了美国区域交通规划的流程以及规划中所使用的数据和工具。美国区域交通规划的空间尺度和复杂程度虽然不及我国的省级空间规划,但其规划的方法、流程、执行以及评估指标体系都是值得借鉴的。In California,a regional transportation plan is required to meet all rigid environmental criteria which were set up by federal and state environmental and planning law and regulations.Urban growth boundaries and the protection of farmland are advocated and encouraged with policy and funding support.This study briefly introduced the work flow,data collection,and tools of developing a regional transportation plan in California.The authors thought the method and experience developed in California could be transplanted to provincial spatial planning in China.
