摘　　要：人文交流是中国和阿拉伯国家开展集体合作和发展双边关系的重要内容,也是双方各领域合作的民意基础。近年来,中阿人文交流与合作成果丰硕,突出体现在教育合作、学术研讨、图书出版、媒体传播和民间交流五个方面。中阿关系的整体提升、中国和阿拉伯国家在各自对外交往中地位的上升、中阿文明和价值观的互通性,为中阿人文交流奠定了现实基础。当前,中阿人文交流的政策支持力度持续加大,合作领域日益拓宽,互动层次愈加丰富,对青年交流的重视度明显增强。与此同时,双方的人文交流仍面临阿拉伯地区局势动荡、国情差异、话语干扰、软硬件建设滞后、文化产品供给有限和文化传播精准度不高等挑战。未来,中阿双方需从完善人文交流的战略布局、加强品牌塑造能力、提升人文交流体验度、增强相互间直观认知、设立中阿人文交流基金会、用好在华阿拉伯留学生资源等方面,进一步深化人文交流与合作。People-to-people exchanges act as a key element in collective cooperation and development of bilateral relations between China and Arab states,and consolidate public basis for Sino-Arab cooperation in all fields.In recent years,people-to-people exchanges and cooperation between the two sides have yielded fruitful results in the fields of educational cooperation,academic research,book publishing,media communication,and non-governmental exchanges.The basis of people-to-people exchanges between China and Arab states lies in the overall improvement of Sino-Arab relations,the rise of significance of China and Arab countries in their respective foreign relations,and shared values of Chinese civilization and Arab civilization.Due to this basis,there is an increasing trend of policy support,broadened fields of cooperation,abundance of interaction levels,and more significance attached to youth exchanges in people-to-people exchanges between China and Arab world.Meanwhile,challenges are yet facing the two sides,such as turmoil in the Arab world,differences in national conditions,discourse interference,lack of specialized cultural institutions and talents,limited supply of cultural products,and inaccuracy of communication.To further deepen people-to-people exchanges and cooperation,China and Arab states need to rationalize the distribution of their strategic resources of cultural exchanges,strengthen brand-building efforts,enhance the sensual experience of exchanges,promote mutual understanding of each other’s culture,establish a specialized foundation dedicated to China-Arab people-to-people exchanges,and mobilize enthusiasm of Arab students in China to participate in the exchanges.
