马岛战争中英国战争动员的维度与启示

摘　　要：马岛争端是20世纪岛屿争端的典型,跨洲际的武力解决方式为解决岛屿争端提供了基本范式。作为英国而言,范式的成功,与英国完善的战争动员制度关系甚深,更离不开战争过程中出色的动员实践。从政治外交动员、交通战备动员和武装力量动员等动员维度,并且结合争端态势发展与平时动员准备状况,英国均进行了行之有效的动员实践。在具体的战争动员活动中,政治外交动员密切协同其他动员领域,交通战备动员与武装力量动员同步进行,在战争之前、战争进行的不同阶段和战争结束之后,动员各领域也存在主次之分,表现出一系列特征,对解决其他岛屿争端具有相应借鉴。The Falklands war was a representative of island disputes during 20th century,which provides the basic paradigm across the ice force solution for resolving the dispute over islands.As for Britain,the successful paradigm related to the British war mobilization system deeply,meanwhile,the war mobilization during the war also plays a significant role.Dimensions of mobilization which comes from foreign political,traffic combat readiness and the armed forces,combined with the development of war situation and peace time mobilization’s preparation condition.The British always exert effective mobilization.In specific war mobilization activities,political and diplomatic mobilization closely coordinated with other areas,trafficcombat readiness mobilization synchronized with armed forces mobilization.During the different stages of the war,mobilizing various fields have primary and secondary levels that showed a series of characteristics,which can be regarded as a reference to other island dispute.
